That is about what I get with my '92 with 180K. My milage went up when
I replaced the faulty Coolant Temp Sensor, which was also causing hard
starting in cold weather.

I don't think there's any good way to test it, but it was about
$25 and was simple to change, I didn't have to drain the coolant.

have you determined if the ECM is operating in closed-loop-control?
